REPORT FOR THE UNEMPLOYMENT IN GREECE 1997
At the beginning of September 1997, Statistic elements for the Unemployment in Greece was announced. We found out that the "official" number of unemployed people is estimated at 446.397 people -the proportion is 10,4%- Long term unemployed -which is the new reality in the internal work-market- is estimated at the proportion of 58,3% while 51,3% are young people under 25 years. According to a handy "calculation", about 60 person per day become unemployed . At the same time young people who try to find a job ascertain the insuperable difficulties of a "parasitic economy". Many officials and politicians talk about the creation of 130.000 new jobs aft er the "undertaking of 2004's Olympic Games" from Gr eece. Our Network is completely opposed to this project which will mean ecological destruction, centralisation and creation of "temporary jobs" only in Attika basin. But these jobs can't replace these which ar e lost because of industries' close down, agriculture's deterioration, pubic sector's decline. Olympic Games can't solve the proble m of structural unemployment in Greece as our country's economy becomes more and more "parasitic" this last decade. At the beginning of Summer our Government with Greek Industrial Union and the General Federation of Trade Unions started the "Social Debate".At this debate the voice of Unemployed people isn't obeyed. General Federation of Trade Unions support the "35h" without reducing wages. On the other hand the Union of Industrialists don't accept this measure although they suggest wage and social cuts...... Greek Minister of Labour Mr Miltiadis Papaioanou is theoretical on behalf of t he "35h" in the frame of an international initiative. Mr Protopapas, Under-secretary of Labour and Governmental Representative to the co-ordinating Committee for the Social Debate, declares that the "35h" must be the "result of corporate negotiation between Emp loyer and Labour in each enterprise" rejecting the National Legislation of the "35h". Furthermore and while "Social Debate" is stagnant Under-secretary of Economy M r Pahtas try to persuade the Commissioner Mr Flin to convey funds from Social Fund to the Agricultural and Regional one. These are about 132 billion drh which are unexploded because Greece couldn't manage to organise and apply projects for educational training a nd orientation for Unemployed people. Greece has absorbed only 20% of Delor's Pakage for Social Exclusion when at the same time ou r Social State is completely collapsed. While the Social crises is sharpened every day our Government is dealing with o nly the inflation and Public Deficits........ On 23rd of October a big strike of the General Federation of Trade Unions took place.At the march in Athens about 6.000 people participated. Trade Unions which was under Socialistic Party's (PASOK) control wa s differentiated from Government's Policy. Perhaps the "Social Debate" will go on to the "streets" this year...
GREEK NETWORK OF UNEMPLOYED -ACTION PLAN
Our Network try: to shape a "schedule" in order to face the Social Crises promoting positive sug gestions about measures like "35h" without reducing wages, basic income for all, change of current taxation system (eco-taxes, dire ct taxes) in order to promote the income's redistribution. to suggest an alternative model of development starting from local level. A mod el which will be based on the radical decentralisation of our capital -Athens- on the regional development and the co-operation with the other Balkan countrie s on the promotion and support of localities and ecological forms of development.
We try to shape a model which is opposed to the "parasitic modernisation" that the Upper Classes and our Government attempts. So we started in local level the creation of a self-help Network of Unemployed , by finding out unemployed people , notifying their qualifications and their specializations. These elements are sent to the loca l Office of the Public Organisation of Employment and to City Halls as well. We have also asked to be informed about new jobs in local level. The names of these unemployed people are included to our monthly leaflet which is spreaded to our Municipality. Next step is the creation of an Information Office to encourage ,train, and su pport unemployed people with our City-Hall's co-operation.
