Thanks to Carrie Lewis of the Food Research and Action Center, here's the
latest news:
The Agricultural Research conference finished late last night with conferees
agreeing to a package including slightly over $800 million in food stamp
restorations for legal immigrants.
The package:
--extends the refugee exemption from 5 to 7 years;
--restores benefits for Hmong 
--restores benefits for Jay Treaty Indians;
--restores benefits for persons who are or who become disabled who entered the
  U.S before 8/22/96;
--restores benefits to those who were 65 and in the country on 8/22/96; and
--restores benefits to children who were in the country on 8/22/96.
The package does not restore benefits to families with children--only to the
children themselves; does not restore benefits to elderly persons who were not
already 65 or older on 8/22/96; and does not restore benefits to non-elderly,
non-disabled adults.
The implementation date will be 11/1/98.
The conference report is expected to move quickly to the House and Senate
floors--which could be within a matter of hours or days.  Members of Congress
should be urged to support passage of the Ag Research Bill as a down payment
toward full restoration to all legal immigrants.
