--- RESTORATION OF FOOD STAMPS FOR LEGAL IMMIGRANTS IN DANGER ---
** CALLS NEEDED TUESDAY, APRIL 28TH **
Prior to the Spring recess, a House/Senate conference committee agreed
to $818 million in funding over five years to restore food stamps for
several categories of legal immigrants, including children lawfully
present in the U.S. when the 1996 welfare law was enacted on August
22, 1996. Because the conference committee agreement, negotiated by
House and Senate Members on the Agricultural Research Bill (S. 1150),
did not pass in Congress before Members left for their April recess,
the $818 million in funding is currently at risk. We understand that
the Wall Street Journal is reporting that conferees on the
supplemental appropriations bill may consider splitting some portions
of the Agricultural Research Bill (S. 1150) from the legal immigrant
food stamp restorations and moving those other pieces on the
supplemental. In essence, this would mean that funds to pay for
restoring food stamps to legal immigrants would be diverted and used
to pay for other pending legislation. If the offset to pay for
restoring food stamps is shifted, it is unlikely that another offset
will be found and the result will be that legal immigrant children
will not have food stamps restored. While the funds fall short of the
$2.43 billion included in the President's budget, it is an important
down payment on securing food stamps for children and their families,
the elderly, and people with disabilities-- all in the U.S. legally.

intact and passed as soon as possible.
